rebase of #700

  • manually fixed all mistakes, lint:spell can be run in github actions too
  • added github action with lint:cpell command

We debated this for quite a while a few weeks back because it would be really nice to add a spell checker to the project, but because we can't control what items get spell checked, I think the dictionary will get unruly if we have to fill it up with code. I'm curious if there is a better solution out there for us, one where we can target our mdx files but ignore the code snippets within them.
