Wouldn’t getting it from libreitalia.org be better then?
I am intentionally using primary sources instead of pulling things in through an intermediary

It would, but I couldn't see a source for downloading the dictionaries anywhere on the site - I might have missed something.

As plio.it remains down, the LibreOffice Italian dictionary has a new maintainer (LibreItalia) and an update to v5.1.0.
CHANGELOG
I'm not able to verify the dictionary changes; this just updates the dictionary to the latest version.
