Supersedes #340 with a new function
env.is_manageable/0that returns an error with more details about why the environment is not manageable to make it easier to diagnose problems going forward.The CI matrix is fixed by using our own base-line SDK setup - this should make it more resilient to future Ubuntu runner updates/deprecation.
