I am not sure at the moment, what issues removing builder.use Rack::Deflater will cause. If any issue surfaces, we will have to bring it back

Change was necessary because Rack 3.x's Rack::Deflater has a compatibility issue that causes ERR_CONTENT_DECODING_FAILED errors
