Add a new section to the Errata documenting how to use Localias in GitHub Actions CI environments. This section references the community-maintained github-action-localias action that handles the Ubuntu-specific quirks around self-signed SSL certificate handling. Resolves peterldowns#43
Relocate the GitHub Actions integration section to the end of the Errata section, just before the "General reading / links / sources" section for better organization.
