GitHub Actions disallows the `secrets` context in step-level `if:` expressions, which caused release.yml to fail validation before any job could start. Move the availability checks into job-level env (where secrets are allowed) and reference them via env.HAS_MAC_CERTS / env.HAS_WIN_CERT in the gated steps.
