VGIN changed their URL, and a bit about their query parameters. Closes #972.
It was copying from rs-staging to rs-staging.
The typo on `session.cache_expire` wasn't helping (it was falling back to whatever PHP's default is). A second problem is that if MEMCACHED_SERVER or MEMCACHED_PORT isn't defined, nonsense save_paths could result. The final problem is that Memcached's limit for relative TTLs is one month—any number larger than 2592000 is assumed to be a Unix timestamp. Argh. So, 30-day expiry it is.
