Summary

This BIT proposes the veAlpha governance layer for Bittensor — a vote-escrowed subnet governance system with liquidation auctions.

Motivation

Bittensor currently lacks a formal governance layer for subnet oversight. Subnet owners receive 18% of emissions, control hyperparameters, and occupy scarce network slots — but face no structured accountability. Recent incidents (Covenant AI mass-liquidation, Subnet 29 governance failures) illustrate the risks. The only existing removal mechanism is price-based deregistration, which creates strong incumbency bias.

This proposal introduces a market-driven, time-weighted governance layer that enables the network to democratically prune or transition subnets without requiring price decay.
