[lockpp] Update to 3.2.0

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version.
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

Requires #48250 as the used CPM version (0.40.8) checks for CMake 3.30.3. As #48250 is ready to merge I don't see any reason to add a patch to this port here to set CMP0169 temporary to the old behavior.

Run into an issue with FETCHCONTENT_FULLY_DISCONNECTED now. Used same fix as already used for the ppqsort port (replacing CPM).
