Introduce a new configuration module to streamline loading settings from
toolit.iniandpyproject.toml. Update the CLI to utilize the configured devtools folder and improve maintainability with better-defined constants. Enhance documentation to reflect customization options for the DevTools folder and update dependency management. Add tests to ensure the reliability of the new configuration loading functions. Fix linting issues throughout the codebase.
