nemo-list-view.c: Add a permanent bottom margin when overlay

scrolling is enabled.

This reverts most of e8c8b10991, and uses a fixed margin when
the view requires it to keep the horizontal scrollbar from
obscuring the last item. Scrolling up/down will no longer control
this dynamically.

compact view: Improve text and selection highlight alignment.

The smallest zoom level with text is slightly off still due to
rounding error and the fact that the text is at that point taller
than the icon, but this would take quite a bit more refactoring
to fully address.
