What this PR does / why we need it:

This PR will ensure whenever a new release of the chart is published it will also be published as OCI.

the chart will be published at ghcr.io/kubernetes-sigs/charts/metrics-server

This is useful for folks that use ECR caching in local regions for faster argocd syncs.

Same is used for couple of years here https://github.com/spiffe/helm-charts-hardened/blob/spire-0.26.1/.github/workflows/helm-release.yaml#L53-L70

Also see kubernetes-sigs/cluster-proportional-autoscaler#268

Note

As the original helm release isn't touched that part of the release will not be affected. Only if the http release succeeds the workflow will try to also publish this OCI release.

The risk therefore is very low.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
