Unrelated Grace Period documentation removal in PR

Medium Severity

The "Grace Period" section and related content about one-time grace periods have been removed from manage-event-stream-guide.mdx. This removal doesn't align with the PR's stated purpose of clarifying GitHub Enterprise integration feature availability. The deleted content describes important billing behavior (a one-time grace period for accounts that deplete error event volume), which users may rely on for understanding quota management. These changes appear to have been accidentally included in this PR.
