Updated the GitHub Actions test workflow to use Python 3.11 instead of 3.8. Incremented the package version to 0.4.1 and updated the changelog to reflect the workflow change.

This pull request updates the project to use Python 3.11 in the release workflow and bumps the package version to 0.4.1 to reflect this change. It also updates the changelog to document the fix.
