Instead of loading the data afterwards, we load the during the docker build process.
- Remove the supervisord stuff - Preload the wikiticker
- updates Druid to 0.15.1-incubating - updates Zookeeper to 3.4.14 - adds the `action=download` argument to closer.cgi to go through mirror selection. - adds the `-fL` parameters to curl to get a nonzero exit status for bad response status codes and follow redirects
