Start with "segment_skipped" but generic so others can be added later if needed.
This can be useful for displaying notifications to the user (e.g. in the home assistant addon this webhook can be passed along to home assistant as an event solving: bertybuttface/addons#43 in a cleaner way).
Marked as WIP, if accepted we may need to add it in the wizard etc (or not, can keep as advanced setting).
This is completely untested for now so will need testing.
