This PR converts the project from
vue-clitovitefor packaging/building/serving in line with the tooling guidance from Vue. This also updates most dependencies to use the latest released version.While most dependencies have been updated, this PR does not update from Chart.js 2.x to 4.x.
This PR also does not update the version number.
