chore: update v8 mainnet beta upgrade height and CIP reference in network upgrades table

The v8 network upgrade table had TBD for Mainnet Beta's upgrade height. The upgrade block has since been confirmed as 10960599.

Changes

• app/operate/maintenance/network-upgrades/page.mdx: Replace TBD with [10960599](https://celestia.explorers.guru/block/10960599) in the Mainnet Beta row of the v8 upgrade table
• app/operate/maintenance/network-upgrades/page.mdx: Add CIP-49 reference to the v8 network upgrade section description

The date/time column remains TBD pending confirmation of the block timestamp.

I'm unable to access the Celestia block explorers from my environment (celenium.io, celestia.explorers.guru, etc. are all DNS-blocked in the sandbox). Based on current data, block 10960599 appears to still be upcoming. Could you share the exact timestamp for block 10960599 so I can update the table?
