feat(diagnostics): Include line start, line end, column start, and column end in json reporters.

Summary

Extends the "json" and "json-pretty" reporters to include line and column information. This can help tools and consuming services to ingest a structured report and use it more easily.

• Linter JSON Reporter should include line and col information instead of just span #8212
• BiomeJS line processing missing all diagnostics mfussenegger/nvim-lint#874

Test Plan

I added a snap test, but put it on the ignore list. the "json" reporters are marked as experimental currently.
