- Update jackson dependencies taking into account that version scheme is differnet for one of them
- Update Quarkus (replcing smallrye metrics along the way) and Kotlin

@johnoliver This is the one I'm not sure about. smallrye was replaced and I think I've got this right, but will need a check on staging I assume.

And apparently CodeQL does not support Kotlin 2.3.10 . OK, that's tomorrow's problem. |
