DOCS-1589 - Claude Code rules, skills, templates revisions

Purpose of this pull request

This pull request adds standing rules to CLAUDE.md and the PR template skill to codify consistent Claude Code behavior in this repo:

• Never commit, merge, or push without explicit user approval (even if "accept edits" is enabled)
• Run yarn start and get visual confirmation before pushing
• Assign newly created Jira tickets to the current user by default
• Assign new GitHub PRs to the current user by default
• Auto-update Jira customfield_10466 with the GitHub PR URL after PR creation
• Lead with documentation-focused skills when answering capability questions
• Always keep all four checkboxes in the PR "Select the type of change" section (never omit unchecked items)

Select the type of change

• Minor Changes - Typos, formatting, slight revisions
• Update Content - Revisions, updating sections
• New Content - New features, sections, pages, tutorials
• Site and Tools - .clabot, version updates, maintenance, dependencies, new packages for the site (Docusaurus, Gatsby, React, etc.)
