There is a use case in a customized pipeline where a custom shell script executed via shellExecute step needs user provided stageName as input,. This PR fixes the bug when user provided stageName value is always overwritten by GITHUB_JOB.
Purpose of this PR is to support migration from Azure since Piper Azure task allows user defined stageName value
