Adds the APFPV Greg Buildroot package set:
The packages fetch their sources from the public repos maintained under sickgreg:
The companion builder PR adds the matching APFPV Greg device targets.
This package split keeps the final-override files in the builder target overlays, since those paths are overwritten later in the OpenIPC image assembly flow.
