fix(accounts): dynamically enable Money account keyrings and service

Description

Keep the MoneyKeyring builder registered in the KeyringController so that if the feature flag gets enabled dynamically, the controller and keyring will get created dynamically too!

If the flags gets disabled (and that you already had a money keyring state), this keyring state will gets moved into KeyringController.#unsupportedKeyrings after the next vault update.
