Overview
Updates the monorepo version to 951.0.0 and bumps @metamask/money-account-upgrade-controller from 1.3.0 to 1.3.1.

Adds a 1.3.1 changelog entry documenting a fix to ChompApiService.createUpgrade argument passing during the EIP-7702 auth step, and updates the compare links accordingly.
