Extract Guano metadata (recording date and GRTS cell ID) from CSV files for bulk ingest from S3.
For now, this makes some assumptions about the shape of the CSV file used for ingest.
Additionally updates the recording tables to show the map if in vetting mode even if no latitude/longitude location is reported for the file.
