- Document -q in the usage for the OMNI tests. - Use 'convert' when parsing the pacing rate to support suffixes like 'M' and 'G'.
The socket creation code already honored the pacing_rate variable. This just adds the -q option used in the OMNI tests to set it.

These two small changes let users use unit suffixes ('M', etc.) to set the pacing rate in addition to bare numbers and also support setting the rate for the non-OMNI sockets tests.
