Support GNU+ParaStationMPI toolchain

./build_tsmp2.sh --eCLM --Parflow --env env/jsc.2025.gnu.psmpi

Trying to build only ParflowGPU with gnu + PSmpi. For some reason, it compiles with oasis and the folder that creates for the building is JURECADC_ParFlow-ParFlowGPU

Latest update: GNU+PSMPI build succeeds #100 (comment) and successfully runs the NRW_ParFlow-eCLM test case. Runtime issues were observed on simexp_ideal_scalhom_icon-eclm-parflow_wfe-case; however this error is more likely due to misconfiguration and not build.
