It's really nice to see work on this - I've just linked this PR to a related issue. Please ping us / hit the "ready to review" the when you want a code review and merge.

I think one of the reasons why this has hung around so long is that it ends up intersecting with almost any other change to the codebase. Happy to look at an initial partial move of code out of __init__ if that'll make the process easer and less likely to run into merge conflicts.
