Adds the ability to import Quaver charts into the Chart Editor.
Also fixes a minor logic issue in
ChartEditorDialogHandlerwhere it was checkingsongMetadata == nulltwice.Screenshots/Videos
This shows a 7K and 4K chart being imported.
