ctsm5.4.020: Update namelist defaults: paramfile, rh_hgh, defo_fire_precip_thresh_bet, initial conditions

• New default paramfile for clm6
  paramfile = '/glade/work/linnia/CLM6-PPE/ctsm6_cal/paramfiles/ctsm60_params.c260204.nc'
• New defaults for CAM7_CLM6 land tuning mode

defo_fire_precip_thresh_bet = 1.4d00
rh_hgh = 80.0d00

• @wwieder will have new initial conditions for ne30 grids soon LMWG_dev#144
• The initial conditions update also reminds me of two other pending issues:
  • Post 5.4 remove use_init_interp=".true." from cases that don't need it #3751
  • Post 5.4: Change init_interp_fill_missing_urban_with_HD to FALSE for non-IHist cases #3363

• f19 BGC spinup and HIST run on LMWG_dev#143
• LDF for C-cycle parameter file changes vs. the 5.4 release #_143 vs #_125
• TODO run ILAMB for 143 vs 125
• B1850, B2000 and BHIST cases run for 20 years as part of the 283 series LMWG_dev#141, which has lots of links to various diagnostics

This looks good to me so far. But, there are more things that need to come in, so I won't approve now, nor ask for changes.

• updating finidat files (I can look at ctsm5.4.015_BGCcrop_ne30_144_ [AD, SASU, pSASU, HIST & quickStart NCAR/LMWG_dev#144) and also
• have we decided beyond doubt that we want a different paramfile for CAM7_CLM6 land tuning mode?

Suggested parameter file for CAM7-CLM6 land tuning mode:

paramfile = '/glade/u/home/slevis/paramfiles/iss3725_forFang/ctsm60_params.c260204.cesm3-01.nc'

Let's rename this ctsm60-cam70_params.c260204.nc

And initial conditions at ne30 resolution for cases starting in 1850:
