Fix the isisStartup scripts for users outside of USGS systems#5938acpaquette merged 2 commits intoDOI-USGS:devfrom

- Correct the "$ISISROOT/../data" path to "$ISISROOT/../isis_data" so
that the isis*Startup.* scripts check for the correct directory before
setting the ISISDATA environment variable
- The path was corrected in the ISISDATA variable assignment within
the conditional, but the conditional itself was not also corrected
to match, so this commit fixes that
