Assign Projects to spaces/pagetrees or groups

Currently, the Projects in task manager can be selected only when creating/editing a task.
One of our clients proposed that a Project could be linked to spaces/pagetrees or groups, similar to the Templates.

Their exact proposal:

So our idea is:

1. Create a new project
2. assign the project to a space or assign it to a project owner
3. Only the given projects are visible for the space or project owner
4. The project owner is possible to create tasks.
I forgot to mention, that this is very similar to the template provider, where you can set the location of the template.
