Switch from custom debug utility to use the @actions/core debug utility

A carryover from the inspiration of the Gutenberg actions is the debug utility for outputting logs to the workflow output. However, `@actions/core` [has a debug utility](https://github.com/actions/toolkit/tree/master/packages/core) that could be used instead which would be preferable because it adds more control and is native to the action flow.
