catch and wrap `CalledProcessError` in ruff formatting decorator

Less specific to this PR and more general musing: it would be great to catch and wrap CalledProcessError here and surface the console output.

If one breaks the jinja templates, there are cases where the compilation process 'fails silently' and issues only surface here.
