Display contents of Docs tab more prominently

The contents of the Docs tab are hidden deeper than they deserve to be. If a developer bothers to write documentation, then I think it should be shown to whoever opens the request. Sometimes I would like to attach notes on requests to help the user and I cannot find a good tool for that.

I suggest that if the Docs tab has content, it is rendered on every other tab below the actual tab content. Please accept my rudimentary rendition of how the UI should disdplay documentation:
