Support adding comments outside the reduce section of the editor

The user can only write comments in the reduce section of the editor. It should be possible to add coments wherever.

Empty lines could also be useful for making the specifications more human-readable. For collaborations comments and empty lines help format the specification in a way that makes it easier for other teammembers to understand the specifications written by other team members.
