Create a normal Julia package

Convert this set of examples into a proper Julia package.

• Add the needed header to Project.toml
• move the Julia examples to the folder examples
• move the Python examples to the folder examples_python
• add a function install_examples()
• add a script examples/menu.jl
• update README.md and index.md
