Configure PDU Monitoring alerts

Now with the new PDU, we have awesome power level monitoring of the lab.

We should leverage that to configure warning / alerts on the peak amp usage per channel, so we get warnings (e.g. >12) and alerts (>14) before the breaker trips at 16.

Warning 10 AMPs and Critical at 12 AMPs added to nagios.
