Why do you swap only `bias` from parents?

Why do you swap only bias and don't swap weights when generating new population?

On his blog post, he states that when developing the application he found that the system evolves perfectly fine by just swapping the bias information, so didn't bother swapping any weight data.

In some cases this is analogous to combining weights.
