Bump tar and npm-check-updates

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [npm-check-updates](https://github.com/raineorshine/npm-check-updates). These dependencies need to be updated together.


Removes `tar`

Updates `npm-check-updates` from 16.14.18 to 19.3.1
