useHandler issues #9081
Description
The Reanimated team is aware of bugs and inconsistency of behavior of the useHandler hook.
Over the last years useHandler hook was only receiving band-aid fixes and its actual scope and responsibilities were never clearly defined.
We decided to properly establish useHandler's scope and then re-write it from scratch with that it mind to stop this cycle, which should happen in the following weeks.
Until then we won't merge any fixes to useHandler to prevent more regressions.
