Preprocess: Turnaround mask in scanspeed calculation #1525
Description
In sotodlib/tod_ops/utils.py we calculate the scanspeed which is used for the scan frequency based highpass filter. Currently there's no turnaround mask in that calculation so the speed is biased slow which is ok from a filtering perspective but we know it's not as correct as it could be.
