[FR] Allow having static target/stable branch suffixes

Apparently, some projects have the stable version encoded at the beginning of their branch names and not the end. This means that the bot needs another config toggle to facilitate static suffixes. Branches like `3.8` and `stable-3.8`, or `stable/3.8` work but `3.8-stable` don't.
