Add `ament_mypy` to `action_tutorials_py`

Description

Test with mypy --strict . --ignore-missing-imports --allow-untyped-calls.
Add test_mypy.py file and resolve all regressions. A copy can be found here

Motivation

Improve static typing throughout the ros2 core.

Hi @InvincibleRMC, It is my first contribution to ROS2. This commit ec5a45b passes the ament_mypy test . I have added explicit none checks for future results in action client. as the following error threw.

fibonacci_action_client.py: note: In member "get_result_callback" of class "FibonacciActionClient":

fibonacci_action_client.py:116:25: error: Item "None" of "Any | None" has no attribute "result"  [union-attr]

Found 1 error in 1 file (checked 1 source file)

I guess I have implemented what you expected to be. Please give your suggestions or thoughts on this!!

This is a great first commit!. I would recommend opening a pr against this repo so it can be more formally reviewed. I know I said to copy the test_mypy.py from that other repo but, I would recommend removing the --exclude test since going forward we want to start type checking everything. Another thing is you don't need to import List from typing anymore you can just use the builtin list type instead. I would also recommend just running mypy --strict . --ignore-missing-imports --allow-untyped-calls since some of the types were missed and we do want to add them all.
