Document downstream backport process

We don't have any documentation around the backport process for our downstream forks. Each upstream repositories has its own policy regarding backports and usually, only major bugs get backported. However, in the product, we may need the bug to be to solve important customer bugs. In this case, we need to do the backport in our downstream fork and the process needs to be documented.
