Fail quickly for "smb:" urls

We ended up getting a Refinery 500 eventually, instead of failing quickly and getting an error from the tool. The url was: smb://rc-stor4.dfci.harvard.edu/rslab/1/data_store/Harshabad/Harshabad_ATAC_011618/fastq/20180109_HS25_UJ5171_S10_R1_001.fastq.gz
