Tx info missing for gov proposal

Summary of Bug

I just submitted a gov.v1.MsgSubmitProposal and it doesn't show up anywhere in explorer.

Proposal ID: 83

• The tx view is empty.
• The block view says "Transactions 1" at the top, but "Block 21439180 has no transactions" at the bottom.
• The proposal view is also empty.

Once the rest of the deposit was provided, the proposal view finally had content, but the tx is still missing.
