A low level audit highlighted

• we're missing resource context functionality
• our existing tools could be refined further by enhancing their descriptions and what they actually do, ie. giant list of links vs searchable

Acceptance criteria

• Add the resource context
• Modify existing tooling context descriptions to help agents
• Modify existing tools so they fit more easily filtering/search
• Expand additional resources to cut token use
