Where is "branch protection settings apply to administrators" in modern Github settings?

As the subject states, I have a repo failing the "branch protection settings apply to administrators" check, and I'm using a PAT that has admin access in the target repo. But I cannot find any mention of where the "branch protection settings apply to administrators" settings are in the repository settings.

Is this classic branch protection or repository rules? If the latter, it has to do with if bypass actors are defined for the rule
